Libby Harmon
Ombuds
Libby has extensive experience investigating complex matters, facilitating dialogue, and guiding parties toward fair, practical outcomes. She spent 10 years at the NCAA as a lead investigator on high-profile enforcement cases, where she conducted sensitive, high-stakes interviews, managed disputes among diverse stakeholders, and presented matters before decision-making committees. Her work required impartial listening, clear analysis, and fostering resolution in high-pressure environments.
Earlier in her career, Libby served as Director of Compliance at the University of Michigan, advising coaches, athletes, and administrators on NCAA rules while developing programs to support elite and Olympic-level athletes.
She currently serves as Senior Counsel at Nevius Legal, representing college athletes and brands in NCAA-related matters. This work has deepened her understanding of the dynamics between athletes, coaches, and institutions, and is carefully managed to ensure independence and impartiality in her ombuds role. A former Division I team captain and track and field student-athlete at the University of Kansas, Libby brings lived experience, legal expertise, and a collaborative mindset to support constructive dialogue and fair resolution. She earned both her undergraduate and law degrees from Kansas and is licensed to practice law in Indiana.
